Lit.: 'the force of the county' was the local militia. Aubrey presumably means to say 'ship's militia', which would be posse navis in Latin. However he has nearly said posse navitatis (Latin; lit.: 'a force of zeal') which would be a reasonable, if somewhat awkward, phrase in the circumstances.
