Under "help" wouldn't add a lot of additional links, rather we should do as you suggested and rework the help page itself so it's more of an index than an article.

Random Page

I have been having a lot of fun with the Random Page link since I discovered this Wiki. However, as time goes on, I find that it is taking me to pages I have already read. But it has been a lot of fun. As you know random things amuse random minds.

search and toolbox

Yes, the search and toolbox sidebars are not affected by this, they are controlled by other settings, and, with the toolbox, what sort of page you are on. This setting allow you to define what appears above the search, and organize it into multiple boxes. --Jblumel 00:04, 18 January 2009 (GMT)

What do you think of adding to the help box the links that get posted on everybody's talk page as part of the welcome:
Explanation of WikiPOBia
Rules and guidelines
Help pages (Well this one is already there I think but you get the idea)
Style Manual
I think these would be usefull without have to go back to my own talk page all the time.
