Below is a proposed layout for a new Sidebar. Each main level list element, marked with one '*', would be in a separate box with the main level list element as the box's title.
The "In this month" content, I would recommend adding access to directly on the Main Page, as well as posting (and eventually removing) "News" items there. (The News items could be archived to a separate News page (Current events, renamed?)) as "older news".
To propose a different Sidebar layout, copy this one to a new section on this page and make changes there. We can discuss Sidebar and Main Page changes on this page's talk page.

Help contents might be an actual TOC, but I was thinking a consistent word might be better to give people an idea of what to expect, but maybe not.
